Are all Muslim Rulers in the 21st Century Kufar? ~ Dr. Yasir Qadhi

Palestine, Syria, Egypt, Pakistan, Burma, Nigeria - wherever you look around in the Ummah you see Muslims being massacred and slaughtered. The Muslim rulers who have been given responsibility by Allah (swt) to be as protectors of the Ummah are silence at these issues and many times the very people that are oppressing the Muslims themselves and violating their rights.

The Prophet (saw) said "Reviling a Muslim is Fusuq (a major sin) and killing him is (tantamount to) disbelief!", does this means that all Muslim rulers in the 21st century are Kufar?
